Hi, my name is Kelsi Garcia, and I am the Owner and Founder of On Deck HR. My journey into Human Resources began after being part of several start-up companies, where I discovered a passion for creating and implementing effective HR programs. I specialize in start-ups, helping businesses establish robust HR frameworks, including comprehensive policies, procedures, training programs, and development initiatives.


With over 8 years of experience across a range of industries, including oil and gas, engineering, restaurant management, banking, and retail, I bring a wealth of knowledge and a versatile skill set to the table. My expertise is backed by professional certifications, including SHRM-CP and OSHA 30 hour General Industry certification, ensuring that I stay current with the best practices and regulatory standards in the field.


In addition to my broad industry experience, I have developed a deep understanding of DOT compliance, helping companies navigate complex regulations to maintain both safety and efficiency. $250/hr

 Providing HR Consulting services for ongoing support, advice, or troubleshooting.


Project-Based Fees

• HR Policies and Procedures Development

$500 and up per policy

Policies and procedures for all aspects of HR

• Employee Handbook Creation

$1,000 and up

Comprehensive Employee Handbook for your business

$1,000 - and up per program

Training and development programs for your business

• Recruitment Services

10-20% of annual salary

 e.g., $5,000 for filling a position with a $50,000 annual salary

• Basic HR Support

$500-$2,000 per month

 Providing ongoing HR advice and support to a small business 

• Comprehensive HR Services

$5,000+ per month

 Offering a complete HR outsourcing solution for a company 


DOT Compliance Consulting Fees

• DOT Compliance Audit

$1,000-5,000

Audit of your complete DOT program  dependent on # of drivers and CMVs

• Driver Qualification File Review

$500-2,000

Audit of your Driver Qualification files only


Payment Schedule

Payment Schedule is dependent upon the services requested. Hourly services are ½ of the estimated time and cost of the service and the second half is paid upon completion of services. E.g. agreement is for 5 hours of entry level consultation services at $150/hour. Total estimated services are $500 with $250 due up front before services begin and the remaining balance $250 due at completion of services. All other services are paid upfront.
